Short bio (100 words)

Joachim Agou is a professional engineer, small-business owner and father, running to be the MLA for Victoria–Beacon Hill. He lives in Fairfield with his daughter. Born in Nice, France, he came to Canada in 2011 and became a citizen in 2023. In more than 15 years in engineering, he has delivered gas turbine test facilities on three continents, worked on space robotics, and now tests defence systems. His priorities are health care access, housing, cost of living and a downtown that works. Every quarter, he will report to the riding on what was promised, done and spent.

Medium bio (about 210 words)

Joachim is a professional engineer and small-business owner with more than 15 years of experience in engineering research and industry. Licensed as a P.Eng. in British Columbia and in Newfoundland and Labrador, he helped deliver more than 15 gas turbine test facilities on three continents at MDS Aero in Ottawa, managing multimillion-dollar budgets and schedules, and worked on space robotics at MDA. Today he is a test and evaluation engineer in the defence sector.

Born in Nice, France, Joachim studied mechanical engineering at Florida Institute of Technology and came to Canada in 2011 for graduate research at Université Laval in Quebec City. He settled in Victoria in 2023, became a Canadian citizen that same year, and is raising his daughter in Fairfield. He volunteers with Chabad of Vancouver Island.

As a test engineer, Joachim's job is to check whether something works and report the result. He is running to bring that habit to the Legislature and deliver for Victoria: better access to family doctors, homes people can afford to rent or buy, a lower cost of living, and a downtown that is safe for everyone who lives and works there. Safer streets, honest budgets, a downtown that works.

Full bio

Joachim Agou is a professional engineer, small-business owner and father, running to be the MLA for Victoria–Beacon Hill. He lives in Fairfield with his 10-year-old daughter. Born in Nice, France, he earned a degree in mechanical engineering at Florida Institute of Technology, then came to Canada in 2011 for graduate research in combustion engineering at Université Laval in Quebec City. He settled in Victoria in 2023 and became a Canadian citizen that same year. He works in English and French.

Licensed as a professional engineer in British Columbia and in Newfoundland and Labrador, Joachim has more than 15 years of experience in engineering research and industry. At MDS Aero in Ottawa, he helped deliver more than 15 gas turbine test facilities on three continents and managed multimillion-dollar budgets, schedules and procurement. At MDA, he worked on robotic systems for satellite servicing and planetary exploration, coordinating mechanical, electrical, software and operations teams.

After moving to Victoria, he founded a small local company offering engineering consulting and media production. Today he is a test and evaluation engineer in the defence sector in Mill Bay and at CFB Esquimalt. Joachim volunteers with Chabad of Vancouver Island.

In Fairfield, James Bay, Fernwood and downtown, neighbours tell him the same things. In this riding, he will focus on four priorities.

  • Health care access. Too many families here have no family doctor. Joachim will push to cut doctors' paperwork so they can see more patients, and to add clinic hours on the South Island.
  • Housing. Rents keep rising because building takes too long and costs too much. He will fight for fixed permit timelines and lower building costs, so more people can rent or buy in Victoria.
  • Cost of living. Groceries, rent, ferries and taxes all add up. He will push to restore the 5.06% bottom income-tax rate and inflation indexing, and for a public list of government savings anyone can check.
  • A downtown that works. Pandora Avenue shows what happens when a problem is left alone. Small businesses are closing or boarding up, people are sleeping outside, and addiction is killing people. Joachim will push for more staffed detox and treatment beds on the South Island, resources to shorten court delays, and changes to federal bail rules for repeat violent offenders, to protect public safety. He wants everyone who needs treatment to be able to get it, and safe streets for everyone who lives, works or runs a business downtown.

As a test engineer, his job is to check whether something works and report the result. He will bring that habit to the Legislature. Every commitment will have a number attached. Every quarter, he will publish a report to the riding on what was promised, what was done and what it cost, so residents have a record to judge his work.

Safer streets, honest budgets, a downtown that works.
